Joining NES, Inc. (NES) in 2013, John Balobeck is responsible for principal oversight of environmental health & safety consulting projects and is a lead instructor for HAZWOPER, storm water, and NPDES construction courses offered by NES. He is the Program Manager for multiple storm water, construction safety, and California wildfire cleanup projects. Mr. Balobeck continues to advance the NES philosophy of building and maintaining relationships through solid communication and an adept understanding of clients’ unique needs.
Mr. Balobeck is a nationally experienced program manager with a diverse education and an empirically informed background. He has more than 24 years’ exposure to multiple sections of the construction, municipal, and environmental industries as well as extensive experience in both private and public sectors as a change agent manager. Mr. Balobeck has technical expertise in regional management of construction safety programs, demolition projects, environmental programs, compliance auditing, Storm Water Pollution Prevention Plans (SWPPPs), Spill Prevention, Control, and Countermeasure (SPCC) Plans, air quality, regulatory affairs, soil and groundwater remediation, and environmental permitting. He has managed remedial investigations, environmental assessments, water quality studies, NPDES permitting, and air quality compliance programs.
Currently, Mr. Balobeck is the Compliance Group Leader for the largest storm water compliance group under California’s Industrial General Permit, manages a team of up to 10 construction safety specialists, and leads multiple teams of up to 20 staff during California wildfire cleanup projects. His sharp project managerial skills have also been utilized in brownfield redevelopment, for creating and implementing new regulatory programs, in overseeing the finances and personnel involved in projects as large as $13 million, and as a Regional Manager for a Fortune 500 land development company.
